The rules

Who can participate?

Participation is open to any individual developer or organization, from the public and private sector. Participants have to be residents of a country within the European Union ( or a candidate EU-member). These countries are: Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, United Kingdom, Croatia, The former Yugoslav Republic of Macedonia, Turkey and Iceland.

Which applications are admissible?

  • Websites, widgets, mashups, APIs, standalone applications, applications for mobile devices.
  • They have to be developed specifically for this prize.
  • The current edition focuses on the ‘inclusive society’ in the broadest sense: applications that contribute to overcoming exclusion, and improving economic performance, employment opportunities, quality of life, social participation and cohesion. In keeping with the European spirit of the competition, this refers to the 2006 declaration on ‘ICT for inclusive society’ (Riga). All submitted applications have to fit within this theme.
  • They have to be developed, available and usable at least as working prototypes within a EU country.
  • They can be open source or not, with no preference for platform and technologies.
  • They have to be submitted inside the deadline stated on this site ( November 8th 2010, 12 pm - Local time in Belgium, GMT +01:00 )  and they have to provide all information listed as mandatory on the submission form.

The applications submitted have to be developed especially for the INCA10 contest.
We do not accept applications or projects developed before October 1st 2010.

Evaluation criteria

An independent jury will select the top 10 projects and the winner, based on the following criteria:

Criterion 1: Degree to which the application contributes to an ‘inclusive society’
Your application will be rated on a scale from 0 to 10 points

Criterion 2: Appeal of the application from a design and usability perspective
Your application will be rated on a scale from 0 to 10 points

Criterion 3: Inventive and original nature of the application
Your application will be rated on a scale from 0 to 10 points

We will try to provide feedback on the evaluation of individual submissions after the award ceremony on request and given enough time (we thank you for your patience).
